Eng. W. Muchineri – Chief Executive Officer
Engineer Wensley Muchineri joined Upper Manyame Sub-Catchment Council in 2012 and was appointed Chief Executive Officer in January 2019. He has more than 13 years of experience in the water engineering sector and has held several managerial posts in the water sector. He’s a registered Professional member of the Institute of Engineers Australia. A holder of a Master of Science in Water Resources Engineering and Management from the University of Zimbabwe, he also holds several certificates from different countries including Tunisia, Singapore, and South Africa among others. Some of the certificates include, but are not limited to ISOTOP hydrology, Land Cover Mapping in Water Resource Management and Towards Well Performing Water Utilities, Water Quality, and Water Reliability.
Water Resources and Compliance Manager
Constance Matsaira is the Water Resource Specialist. She holds a Master of Science in Integrated Water Resources Management (University of Zimbabwe), a Bachelor of Science in Land and Water Resources Management (Midlands State University), and a Certificate In applied Ground Water Modeling with Emphasis on Data Integration (ITC Netherlands). She has been with UMSCC since 2013 and has since gained a thorough working knowledge of principles of catchment management including hydrology, water quality, and conservation practices. She has a great ability in interpreting and evaluating water legislation and administrative rules and regulations.
Human Resources and Administration Manager
Mercy Kufazvineyi is a Human Resources specialist with over 12 years in the fraternity. She joined Upper Manyame Sub-Catchment Council in 2006 as Personal Assistant to the CEO before she rose through the ranks to become a Human Resources Executive in 2010. In 2012 she was appointed Human Resources and Administration Manager, a position she has held to date. Mercy is a holder of a Master’s Degree in Human Resources Management (Midlands State University), and a Bachelor of Commerce in Human Resources Management (Zimbabwe Open University). She also holds Diplomas in Human Resources Management attained In Israel and Tanzania respectively.
Mr. Simbarashe Runhare is a Financial and Accounting Practitioner, well versed with Financial Planning, Tax , Strategic Planning ,Business Strategy, Finance and Financial Reporting. He was appointed Finance Manager of UMSCC in April 2020 and has more than 10 years of experience in the Public Sector. He has served on several roles in Government Institutions since 2009. He’s a registered Professional member of the Association of Chartered Certified Accountants (ACCA); CPAZ and a holder of Master of Commerce in Accounting Degree (MSU).
Head of Procurement Management Unit
Kudzai Phiri is a qualified and experienced Procurement Manager who is adept to validate business needs, compile and sourcing market information, and to assist in analyzing markets and assessing risk to inform procurement planning and sourcing decisions. She conducts sourcing activities following established policies and procedures. Kudzai holds several qualifications including a Master of Science in Supply Chain Management, Bachelor of Commerce in Procurement and Supply Chain Management (Lupane State University) CIPS Diploma Chartered Institute of Procurement and Supply (Speciss College), Certificate in Customs Legislation and Procedures- (SFAAZ) among many other qualifications.
Ivy Nyasha Vimbai Chibanda
Public Relations Officer
Ivy Chibanda is a Public Relations and Communications specialist who holds a Master of Science in Media and Society Studies as well as a Bachelor of Science in Media and Society Studies. She has vast experience in public relations, communications, editing, brand management and social media marketing. Ivy is also a seasoned writer who uses her writing to disseminate information as well as educate. She has been with Upper Manyame Sub-Catchment Council since December 2022.
